What Long-Term Residents Should Know Before Moving to South Korea

"I'm moving to Korea with a valid driver's license from my home country. Can I simply exchange it for a Korean license?"

In many cases, the answer is yes—but not automatically.

Whether you can exchange your foreign driver's license depends on where it was issued, whether that country recognizes Korean driver's licenses, and whether you can prove that your license is genuine.

Understanding these requirements before you move can save you unnecessary paperwork, testing, and delays.

Official Guidance

Under Korea's Road Traffic Act, holders of a valid foreign driver's license may apply to exchange their license for a Korean driver's license if they satisfy the applicable requirements.

In most cases, the exchanged license is issued as a Korean Class 2 Ordinary Driver's License (the standard passenger vehicle license).

However, the exact requirements depend on the country or jurisdiction that issued the original license.

Executive Commentary

Many new residents assume the process is simple.

"I already have a driver's license."

"I've been driving for years."

"So Korea will probably accept it."

Sometimes that is true.

Sometimes it is not.

The important question is not how experienced you are.

The important question is whether your foreign license qualifies for exchange under Korea's rules.

Official Guidance

Korea distinguishes between Reciprocal Countries (countries or jurisdictions that recognize Korean driver's licenses for exchange) and Non-Reciprocal Countries (those that do not).

Applicants from reciprocal countries generally complete:

  • document review;
  • eyesight examination; and
  • license issuance.

Applicants from non-reciprocal countries generally must also pass a written knowledge test, although practical driving and road tests are generally not required when the foreign license otherwise qualifies for exchange.

For some countries, including certain parts of the United States, the rules differ by state rather than by country.

Executive Commentary

Imagine two people arriving in Korea on the same day.

Both hold valid driver's licenses.

Both have driven safely for years.

One receives a Korean license after document verification and an eyesight test.

The other is asked to take the written examination.

The difference is not their driving ability.

It is whether the issuing country—or even the issuing U.S. state—is recognized under Korea's reciprocal exchange system.

Official Guidance

Applicants must also prove that their foreign driver's license is authentic.

This normally requires either:

  • an Apostille (an international certificate that verifies the authenticity of an official public document for use in another participating country); or
  • official confirmation from the relevant embassy or consulate, where accepted.

Applicants must generally be able to show that they stayed in the issuing country for at least 90 days and were physically present there when the driver's license was issued.

Executive Commentary

Many people focus only on the plastic driver's license card.

Immigration and licensing authorities look beyond the card itself.

They also verify questions such as:

  • Was the license genuinely issued?
  • Was it issued by the proper licensing authority?
  • Did the applicant actually stay in the issuing country when required?

A genuine license is only one part of the application.

Supporting documents are equally important.

A Practical Preparation Checklist

Before visiting a Korean Driver's License Examination Center, check the following:

  • Is my driver's license still valid?
  • Is my country or state on Korea's reciprocal recognition list?
  • Do I need an Apostille or embassy confirmation?
  • Can I prove my stay in the issuing country if requested?
  • Have I prepared my passport, residence card, photographs, and required documents?
  • Will I need to take the written knowledge test?

Preparing these documents before your appointment can make the exchange process much smoother.

Before You Meet a Professional

If you are planning to exchange your driver's license after moving to Korea, consider asking:

"Based on my country's driver's license and the jurisdiction where it was issued, can I exchange it directly for a Korean driver's license, which documents will I need, and will I be required to take the written examination?"

Checking the requirements before your move is usually much easier than discovering missing documents at the licensing office.
